    1. Create a toll incentive program to control traffic

      One idea for traffic control is to have varied toll rates to encourage people to drive on off-peak hours.

      So, for instance, tolls on 400 between 7:30am and 9:00am and between 4:30pm and 6pm would be $.75. Tolls outside of those times would be $.50.

      This would hopefully encourage people to travel in off-peak times. Alleviating traffic and thereby reducing gas consumption.
